Joseph H. Vogler: Mr. Vogler (pictured right) had been serving Lake County since the late 1960ís until his recent retirement. He owned and operated a family business in the community of Gurnee for over forty years. Mr. Vogler was appointed by the Governor of Illinois to serve as the Lake County Public Administrator and Guardian, an office he maintained for twenty-four years. Mr. Vogler received The Monsignor Thomas J. Holbrook Award and Illinois State Senate Recognition.
We have experienced, conscientious, and dedicated employees in our office to assist the Guardian in handling the many responsibilities associated with every Guardianship appointment. These employees are:
Pamela Balmes, the Executive Director, has 30 years of experience and handles the intake of new matters, case development, and general office management. She is a national certified guardian and part owner of the Guardian Services Inc. Business.
Licensed Social Worker:
Our two licensed social workers have extensive experience in medical social work, long term care and discharge planning. They are nationally certified Guardians and have completed a certification in paralegal studies.
The social worker is supported by a social work services department, which includes a Mental Health Specialist, a Certified Nursing Assistant, and a Healthcare Management graduate. The staff members visit our wards and attend patient care conferences. Visiting the wards provide an opportunity to observe the relationship between caregivers and the ward, especially when they are able to remain in their home. A wards's mental and physical condition may require placement in an assisted living facility or nursing home. A number of our wards are disabled veterans. The Veterans usually reside at the Veteran's Administration Facility in North Chicago, Illinois, and are visited on a regular basis by our staff member who is a Desert Storm veteran herself.
Our bookkeeping staff has accounting backgrounds, and expertise in Medicare, Public Aid, Social Security, and all insurance billing. They monitor each estate individually, handling asset inventory, bill paying, and banking.
Our auditor ensures that all accounts balance to the penny.
Our secretary is an experienced legal secretary and prepares all correspondence relating to estate issues.
Estate Work Supervisor:
Our Estate Work Supervisor is a property manager ensuring quality control for the physical assets to the Estate. She is supported by staff to clean up, inventory, and prepare for the liquidation of assets for the Estate. On any given day she may be coordinating with appraisers, real estate brokers, insurance agents, and auctioneers.
Our receptionist fields all incoming phone calls, providing a human touch to each one.
We also have a registered nurse on board.
